Banks are aggressively wooing small-size home loan customers with a substantial cut in interest rates, says Prabhakar Sinha

 

Not only have prices of houses fallen in the last one year, but interest rates on home loans have also been cut substantially in the last nine months. In particularly, on smallsize home loan of less than Rs 30 lakh, interest rates have fallen from the range of 11% and 12% down to 8% and 9%. The fall in interest rate from 12% to 8% has led to a fall in the EMI by 24% on a 20-year loan.

 

The EMI on Rs 30 lakh loan for 20 year at 12% was Rs 33,032, which now works out to Rs 25,093 after interest rates fell to 8% — and for an interest rate of 9%, it translates in a fall in EMI by 18.25%, to Rs 26,991.

 

With onset of the festival season, banks like State Bank of India (SBI) and Punjab National Bank (PNB) have not only cut interest rates but have also waived the processing fees. Other lending institutions like HDFC Ltd and ICICI Bank are also giving loan at a competitive rate. SBI has launched a home loan scheme, in which the interest rate for the first year is charged at 8% and for the next two years at 8.5%. And then links it with their benchmark rates.

 

In fact, the aggressive posture of SBI has forced other banks to follow suit. After the SBI’s announcement, PNB cut its home loan rate to 8.5% for the first three years and then will link it with the then prevailing market condition. HDFC Ltd is also giving loan between Rs 30 lakh and Rs 50 lakh at 9% for the entire duration of the loan repayment period. SBI has effected the steepest cut on home loans between Rs 30 lakh and Rs 50 lakh. The interest rate will continue to remain same for the first year at 8%, while the rate for second and third year has been brought down to 8.5% from 9.5%, and beyond third year, the floating rate on the loan has been cut by 1.25 percentage points. Earlier, the rate was pegged at 1.5 percentage points below PLR, which has now been lowered to 2.75 percentage points below the benchmark rate. So, the effective home loan rate will become

lower. If the present condition remains the same and the bank does not change the prime lending rate, the new rate will be 9% as against 10.25% earlier.

  

In the case of home loan up to Rs 30 lakh, the benefit for the first year will remain the same with interest rate at 8%. But for the next two years, interest rate has been cut by 0.5 percentage points to 8.5%, from 9%. And after that till the loan is repaid, interest rate will be pegged against the benchmark rate. But the discount against the benchmark rate has been increased by 75 basis points. If the present condition continues and the bank does not change the PLR, the effective interest rate on the home loan after three years will be 9% as against 9.75% earlier.

  

High-end customers will also find an advantage in SBI Advantage Home Loan for loans above Rs 50 lakh. The SBI loan will come with a fixed rate of 8% per annum (unchanged) for the first year, and 9% for second and third year — down from 9.5% earlier. After that it will be linked with the PLR of the bank but with bigger discount of 1.75 percentage points as against 1.25 percentage points earlier. That means, even after three years, the interest rate will be half a percentage point lower than what it could be in the earlier scheme.

  

With lower repayment obligations during the initial fixed rate periods of 3 years, the customer can buy a new house without compromising on the lifestyle of the family, said a SBI official. After three years, the income level of the borrower will also increase. So, even if the interest rates go up marginally, by half a percentage points, it will not affect his repayment capacity much.

AT DELHI’S DOORSTEP

Far-flung emerging residential destinations like Dharuhera, Bhiwadi, and Faridabad are set to get high-speed road corridors, which will reduce travel time to Delhi drastically, says

In the next few years, owning a house in the suburbs of Delhi is going to be as good as living in Delhi. Though upcoming residential hubs beyond Noida, Dharuhera, Bhiwadi, Indirapuram, Faridabad, and Sonepat, sound remote now, considering their distance from the national capital, a slew of improved highways and the Metro connectivity is set change this perception and make these localities more attractive for buyers. Town planners also believe the time has come when residential development has to move away from Delhi.

  

“So far, the alternate residential development has happened around Delhi, which is known as ribbon development. But to make the capital city sustainable you need to provide more affordable options to people outside Delhi. A good transport system, primarily rail, will make the system sustainable,” says H R Suri, former president of Institute of Town Planners, India.

  

While, Metro Rail and improved rail connectivity is yet to happen, the currently far-flung emerging residential destinations are set to get highspeed road corridors, which will reduce the travel time drastically. “The focus of all expansion and widening of national highways starting and terminating in Delhi is to make them signalfree by eliminating traffic bottlenecks. Until there is seamless connectivity to key facilities in the capital from suburbs, decongesting Delhi will only remain a dream. The highway development work will redefine growth story of areas along the road network,” says a senior official of National Highways Authority of India (NHAI).

  

It’s not just the highway regulator; even the timely push for completion of road infrastructure projects ahead of the Commonwealth Games by Delhi is going to improve connectivity to areas like Faridabad, Noida and Greater Noida in the next one and half years.

 

Delhi-Meerut Expressway   

 

This proposed 61-km long expressway will change the development along the corridor and is one of the priorities of the highway regulator. The NHAI has already finalized alignment, and feasibility study will be over soon. Officials claim once completed, the travel-time between Delhi and Meerut may be reduced to approximately 45 minutes, from the usual two hours.

  

Officials say those commuting between Delhi and Ghaziabad, Indirapuram (NH-24) will benefit the most from this project. According to the proposal, the existing stretch in Delhi, which is being widened to eight lanes, would subsequently be converted to 16 lanes, letting commuters zip through the congested corridor during peak hours. A part of NH-24 — from Delhi to Dasna in Ghaziabad, will form onethird of the expressway.

  

NHAI sources said eight more lanes would be added to the under-construction eight-lane grade separator at Ghazipur crossing. Delhi PWD has set April 2010 as deadline for completing the Ghazipur project.

 

Delhi-Jaipur corridor   

 

With the Delhi-Gurgaon stretch of NH-8 converted to an eight-lane access control highways, Haryana’s financial capital has become the preferred residential destination. While the housing-friendly policies of the state government have pushed growth of Manesar and Dharuhera, what is going to accelerate their growth is the strengthening of Gurgaon-Jaipur stretch. The widening of the Gurgaon-Jaipur expressway from the existing four lanes to six lanes has already started, and once completed, it will make the stretch between Delhi and Jaipur signal-free. The project is expected to be completed by June 2011. Haryana government has already made an announcement to push for extending Delhi Metro service to industrial township of Manesar.

 

Delhi-Sonepat corridor   

 

Although this is one of the finest corridor for commuters and has been in the top-list of developers, the approximately 13-km bottleneck between Mukarba Chowk and Sanghu border has been the major roadblock. NHAI officials said the tender to complete the remaining work has been awarded recently and it will be completed ahead of the games. “This stretch has been an eyesore for the past eight years. Once completed, the connectivity to Sonepat will improve significantly. Since there is a provision to reward the contractor in case he completes the work early, we are hopeful the stretch will improve before the stipulated time frame,” a senior NHAI official said.

  

The much delayed Kundli-Manesar-Palwal (KMP) Expressway connecting NH-2, NH-8, NH-10 and NH-1 is now expected to be completely operational by October next year, which will improve the non-stop connectivity from Kundli in Sonepat to Gurgaon and Faridabad. “We have extended the deadline up to December 2010. But the developer has made commitment to complete it by the Commonwealth Games,” a senior official of Haryana State Industrial and Infrastructure Development Corporation said.

  

Significantly, some of the residential and commercial developments in Sonepat are largely dependent on this 135-km high-speed corridor.

 

UP Link Road

 

Yet another improvement of road network — the 3.4-km UP Link Road — connecting Akshardham temple to Noida, is expected to bring major relief to Noida-bound traffic, making commuting between Shantivan and Greater Noida almost signal-free, barring one red light.

  

The ambitious Delhi government project to be completed before the games includes addition of one lane each on the sides, besides construction of one single carriageway and one double carriageway flyovers on three traffic intersections to make movement signal-free. While the first flyover with a single carriageway would cover the stretch at Mayur Vihar Phase I red light, the second flyover with dual carriageway will do away with two traffic red lights — one at Samachar Apartments Chowk and another near the Delhi-Noida-Delhi toll road.

 

Faridabad Stretch (NH-2)   

 

Faridabad, the other emerging within-reach residential destination, is now set to get seamless connectivity with Delhi. After several delays, the ambitious 6-lane elevated-corridor project covering the congested stretch of Badarpur has taken off.

  

According to NHAI officials, the Rs 340-crore project is expected to be completed by September 2010. The non-stop link starts from near NTPC, Badarpur and ends near Sector-37 crossing in Faridabad. The entire elevated corridor has five major intersections (two in Delhi and three in Haryana), namely, NTPC junction, Sarai junction, Jaitpur junction, Mehrauli junction and Sector-37 junction.

NO AUTOMATIC ECB NOD FOR ERRANT COS

SEZ Developers Can Raise Foreign Debt to Create Infrastructure; 6-Month Extension for Builders of Integrated Townships

 

Companies that have violated external commercial borrowing (ECB) norms will not be able to raise fresh overseas loans through the ‘automatic route’ where they don’t need prior approval from the central bank, rule changes announced by the finance ministry show.

  

The modified rules, however, have opened the doors for developers of special economic zones to raise foreign debt for creating specified infrastructure facility in the zones. The amendments also extend the external borrowing window for developers of integrated townships to December 2009.

  

“Currently, the ECB policy is not explicit about accessing of ECB by corporates that have violated the extant ECB policy and are under investigation by the Reserve Bank of India or Directorate of Enforcement. It is clarified that any request by such corporates for ECB will be examined under the approval route,” a statement said.

  

The move will come as a big setback for companies that have been found guilty of or have an ongoing investigation against them for ECB violation: approvals may not come easy for them.

  

Opening up of the ECB route for SEZ developers comes at the right time, especially in the backdrop of some companies such as DLF and the Raheja Group dropping plans to float IT SEZs due to lack of funds.

  

“This is a very positive step as SEZs have been adversely affected due to slackening of demand and non-availability of funds. Now that RBI has permitted ECB funding to SEZ developers for creation of infrastructure like industrial parks, ports and power, it would certainly help them in mobilising funds for development of the processing area as well as development of other social infrastructure in non-processing area. RBI should also issue clear instructions that lending to SEZs shall be on terms and conditions which are applicable for infrastructure lending,” said LB Singhal, director general, Export Promotion Council for Export-oriented Units and SEZs.

  

Opening up the overseas borrowing window further for large borrowers such as SEZ developers would improve availability of credit for small and medium enterprises.

  

But SEZ developers cannot raise ECB for building integrated townships or commercial real estate within the zone. They can raise overseas loans only after taking approval for establishing infrastructure facilities.

  

Real estate developers that build integrated townships have also been allowed to raise foreign loans up to December, a facility that was to close on June 30 this year. Integrated townships comprise houses and other urban amenities like commercial premises, hotels, resorts, roads and bridges built in an area of at least 100 acres. The government had opened the foreign borrowing window for developers of integrated townships on January 2 as part of the stimulus measures and the facility has been extended until December to make a meaningful impact on the sector which has been hit hard by fall in demand.

  

A relaxation has also been made for non-banking finance companies (NBFCs) exclusively involved in financing of the infrastructure sector that were permitted to raise ECBs from multilateral or regional financial institutions and government-owned development financial institutions for on-lending to the borrowers in the infrastructure sector under the approval route. The condition that the direct lending portfolio of the eligible lenders vis-à-vis their total ECB lending to NBFCs at any point of time should not be less than 3:1 has been scrapped.

You need to use a personal loan judiciously as the interest rate is relatively high, says Srikala Bhashyam

 

Before the economic downtrend, it would have been hard to find a family without a personal loan in the cities. With the loan providing the comfort of easy funds with slightly higher interest rates (in the range of 14 percent), it didn't pinch very hard for many. After all, it saved the borrower from the hassle of a waiting period, making a few trips to the manager and more importantly, it was given without a request for some. The downtrend and the tight monetary situation in the economy have taken a toll on personal loans. In fact, many private banks have completely stopped disbursing personal loans while those that still offer them restrict it to their own customers.

  

While the product has its own set of advantages and disadvantages, much of it depends on its final use. For instance, a personal loan to clear the dues of a credit card is not a bad idea, but it can prove expensive if taken for funding a property. So, borrowers need to keep in mind a few factors while going in for a personal loan.

 

Use it for the short term

  

A personal loan carries a higher rate of interest as it is an unsecured loan. It is given purely on the basis of your income flow and in the event of non-payment, the banker has a much lower scope for recovery, despite the fact that many banks manage to recover it. Hence, opt for a personal loan only when you need funds for a short tenure. In fact, the upper limit for a personal loan should be three years even if your bank is willing to give you a five-year tenure.

 

Avoid multiple loans

  

If your banker is not willing to give you the desired amount, it is a clear indication that the loan amount is a stress on your finances. So, avoid taking loans from multiple banks as the pressure on EMIs can get unmanageable over a period of time.

 

Avoid it as an option for funding home

  

The property boom over the last few years prompted many to take desperate measures to acquire property. One of them has been personal loans to fund a property purchase. Many have used it to make the down payment or to make up the shortfall in a home loan. Not only has it proved expensive but disastrous for many, particularly for those who booked property with the idea of making quick returns.

  

Another asset which needs to be avoided with personal loans is equity as stock prices are volatile and don't guarantee returns at all times. If you are planning to make money in the current equity markets through a personal loan, it is better to avoid it as the equity markets don't assure returns but personal loans expect discipline with EMIs.
